Joint Programme Results

In 2022, Angola focussed on scaling up friendly HIV prevention and sexual and reproductive health (SRH) services among young people and key populations. Hence, the new National HIV/AIDS Strategic Plan 2023-2026 placed stronger emphasis on accelerating HIV prevention across the five pillars following a successful advocacy by the Joint Team (UNAIDS Secretariat).

In two provinces, 75 adolescents and young people completed their training as peer educators and established three youth peer support groups to scale up HIV-friendly services and promote HIV and SRH services (UNICEF). In partnership with Associação Dos Escuteiros de Angola, 31 young community leaders had orientation on comprehensive SRH services, including HIV and contraceptives to promote and scale up these services among their peers in four provinces (UNFPA, UNAIDS Secretariat). In addition, 50 healthcare workers received training on the delivery of adolescent- and youth-friendly healthcare services, including HIV, SRH, gender-based violence and nutrition services to expand these services in 20 municipalities across three provinces (UNICEF).

In Ilha do Cabo Luanda, 4076 people, including young people from key populations accessed comprehensive sexuality education and services, such as screening for HIV and STIs, condoms, lubricants, and referrals to treatment services though technical and financial support to the Medical Club, a network of medical doctors (UNAIDS Secretariat). In Rangel district, 261 men who have sex with men and transgender persons accessed similar services, of whom 28 people tested HIV positive and 22 people were initiated on antiretroviral treatment, through a collaboration with Associação Íris Angola and healthcare centres (UNAIDS Secretariat). In addition, 237 female prisoners in Viana city received comprehensive health assessments and services, including HIV testing and referral to treatment services, also in collaboration with Medical Club. The results informed the ongoing joint initiative on healthcare in prison and closed settings (UNFPA, UNODC, UNAIDS Secretariat).

Improving health outcomes for children and adults living with HIV, Angola introduced adult Dolutegravir-based (DTG) antiretroviral treatment in 14 provinces and paediatric DTG in 18 health facilities across four provinces. A total of 203 healthcare providers received various trainings, including on the new treatment guidelines and management of paediatric DTG; sample collection for viral load testing and early infant diagnosis among mothers living with HIV and HIV-exposed children; coordination of HIV and SRH services in health units in four provinces as well as prevention and management of tuberculosis infection among people living with HIV in Luanda city, TB being the leading cause of mortality in the city (UNICEF, WHO).

Associação Mwana Pwo, an organisation of women living with HIV, provided support to 187 pregnant women, facilitating their access to HIV testing and treatment services and conducting home visits to assist those families with HIV-exposed children. In addition, 6525 people, including women received sensitization on testing and ART adherence, alongside training in income generation skills as part of social integration and protection support (UNDP).

Movimento T (“I am Trans” Movement) and Diversidad Masculina association empowered 30 people from the LGBTI community and young people to defend the human rights of sexual minorities, including on stigma, discrimination and violence; address service barriers and lead the movement for social change, through technical and financial support from the Joint Team (UNAIDS Secretariat). In addition, 869 members of the LGBTI community received orientation on available shelters, HIV and SRH services and universal health coverage with support from the Joint Team (UNDP, UNAIDS Secretariat).

Angola became one of the first 12 countries to join the Global Alliance to end AIDS in Children, following sustained advocacy and technical support by the Joint Team (UNAIDS Secretariat). In follow up, the Government established a multisectoral technical team; included this initiative in the National HIV/AIDS Strategic Plan 2023-2026 and held 14 provincial consultations on its implementation, through technical and financial support by the Joint Team and other key development partners (UNICEF, WHO, UNAIDS Secretariat).
