  • Supported the expansion of PrEP services, reaching to over 2200 people from key populations, and drove significant progress in the 95-95-95 targets.
  • Built capacity of community-based organizations and network of people living with HIV and of key populations to strengthen delivery of services and community-led monitoring.
  • Supported conduction of a gender assessment of the HIV response, which revealed critical barriers preventing women and key populations from accessing HIV, tuberculosis, reproductive health and gender-based violence services.
Joint Programme Results

The Joint Team in Liberia continued its support to expand prevention and testing services for key and vulnerable populations. In 2022, Liberia integrated pre-exposure prophylaxis (PrEP) in the national treatment guidelines, and PrEP services were introduced for key populations thanks to the advocacy and support from the Joint Team, reaching 2298 people across four PEPFAR-supported counties (UNAIDS Secretariat). More than 73 719 condoms and lubricants were distributed, and condom dispensers in 65 hotspots were restocked increasing access to prevention commodities among vulnerable and key populations (UNFPA).

In Tubmanburg city and Montserrado county, a total of 1066 people including students, out-of-school young people, community leaders, traders and artisans were sensitized on HIV prevention (UNESCO). Umbrella organizations of key populations were capacitated and supported in implementing community-led differentiated services. For instance, 22 285 young people who use drugs were sensitized on HIV and STI prevention, treatment and harm reduction services, of whom 3195 were tested for HIV and 52 young people who tested positive were referred to HIV and opportunistic infection treatment services; 4992 people received counselling on HIV and STI treatment as well as treatment for minor illnesses; and 4391 were vaccinated for COVID-19. A total of 1264 men who have sex with men were also reached by community awareness programmes and 434 were tested for HIV, of whom 12 people tested positive for HIV and linked to treatment while 187 people accessed PrEP services (UNFPA). Furthermore, a national roadmap for community-led monitoring was developed and rolled out to strengthen community-led monitoring in Liberia, thanks to the support provided to the network of people living with HIV and other community groups (UNAIDS Secretariat).

The family HIV testing/index testing initiative helped to identify 786 index cases in three counties through partnership with people living with HIV support groups. Over a four-month period, the programme reached 1537 family contacts, of whom 1363 people received HIV testing with a 3.6% positivity rate. HIV and viral load testing commodity stockout was also averted thanks to the procurement of HIV testing kits, reagents, and other supplies, including GeneXpert cartridges. Furthermore, multimonth dispensing of antiretroviral treatment benefited 3120 pregnant or breastfeeding women living with HIV who are enrolled on prevention of mother-to-child transmission of HIV programmes (UNICEF).

Village Savings and Loans Associations (VSLAs) continue to empower vulnerable women, including women living with HIV to develop income generating activities through loans, savings and other financial services. Monitoring missions revealed that food insecurity among VSLAs members fell by 45% after just one year of saving (UN Women). Over 2800 women, including women living with HIV, people living with disabilities and from the LGBTI community as well as representatives of six women-led civil society organizations were actively engaged in implementing HIV awareness raising activities aimed at creating more enabling and gender responsive environment in Bong, Grand Bassa, Margibi and Nimba counties with support from the Joint Team.
