Joint Programme Results

Despite Cuba’s complex economic situation, the Joint Team ensured the availability of commodities for the national HIV response. Over 6.2 million condoms; rapid HIV, syphilis, hepatitis B and C test kits; tuberculosis, hepatitis C and antiretroviral medicines; and laboratory sample transport vehicles were procured; and six GenXpert machines for HIV viral load monitoring were installed in primary care facilities.

HIV prevention services reached 144 501 men who have sex with men and transgender women, while 135 433 people from these groups received HIV testing in 2022. HIV self-testing was implemented in 30 municipalities and pre-exposure prophylaxis (PrEP) services were established in 13 facilities serving 277 men who have sex with men and transgender women engaged in sex work in 2022 (UNDP). A total of 40 health professionals built their capacity on the clinical management and follow-up of people receiving pre- and post-exposure prophylaxis (UNAIDS Secretariat). Community-led services were also strengthened, with 448 men who have sex with men, transgender women and people living with HIV building their skills in the delivery of HIV services (UNDP).

Comprehensive adolescent health services in 15 municipalities were improved thanks to the development and use of quality standards, with a focus on sexual and reproductive health. A total of 431 health professionals were oriented on the proper application of the new standards (UNFPA). In addition, 9170 teachers improved their skills on the delivery of comprehensive sexuality education, while 2477 adolescents were trained to serve as health promotors on virtual and social networks, with a focus on responsible sexuality, and prevention of HIV and other sexually transmitted infections (STIs). School-based information education and communication initiatives reached 81 996 adolescents and close to 22 400 people benefited from educational materials on HIV and STI prevention and protection of rights, including HIV-related stigma and discrimination, and stigma towards people from key populations.

The ʺIGUALESʺ Campaign sensitized healthcare professionals on elimination of stigma and discrimination in healthcare facilities while four other educational campaigns reached 128 929 people with messages on violence against women and human rights. Seven offices providing legal counselling services for key populations were opened in 2022 and strengthened with equipment and staff training to assert the rights of all people to access HIV services without stigma and discrimination— 23 legal counselling offices are now available in Cuba. Additionally, 115 key population activists and health system counsellors were trained on gender and human rights to further promote the rights of people living with or at risk of HIV and support them in instances of stigma and discrimination and gender-based violence.
