Joint Programme Results

Indonesia introduced pre-exposure prophylaxis (PrEP) in 21 districts and 34 healthcare facilities are now providing PrEP services to men who have sex with men, HIV negative partners and serodiscordant couple without prior assessment (UNAIDS Secretariat). In addition, 7776 condoms were distributed to refugees to prevent HIV transmissions; and 46 refugee representatives and volunteers were trained as HIV peer counsellors and supported to promote HIV prevention and treatment and provide support services among refugees (UNHCR).

In collaboration with the Directorate-General of Corrections, the Prison Health Information System was updated to integrate healthcare recording and reporting systems improving HIV prevention and treatment services among people in the correctional system (UNODC).

Midwives and community volunteers from 11 primary healthcare centres were trained on the delivery of prevention of mother-to-child transmission of HIV (PMTCT) services and a rapid assessment of the national PMTCT programme was finalized to accelerate progress towards elimination of vertical transmission of HIV, syphilis, and hepatitis B (UNICEF).

A total of 131 districts implemented a comprehensive HIV prevention model strengthening service delivery among female sex workers. In addition, seven districts rolled out a pilot project with 934 participants (sex workers and their partners) to prevent intimate partner transmission of HIV. This was done through a partnership with the network of people living with HIV in Indonesia (UNFPA). Technical support in 514 districts increased access to testing, e.g., through the provision of 140 000 viral load testing reagents which expanded these services to about 85% of the people living with HIV in the country (WHO).

To strengthen HIV services in the workplace, 100 private companies developed workplace HIV prevention programmes as part of the Company AIDS Award initiative; four companies received technical support to develop good practices on HIV self-testing at workplaces; and 133 employees from three companies in the oil and gas sector accessed voluntary HIV testing services (ILO).

Referral mechanisms for violence against women service providers were updated in 10 provinces in partnership with SPEK-HAM, a women-led local organization working with women who survived violence.

As part of the community-led monitoring mechanism, seven networks of people living with HIV and key populations developed and implemented the Community Leadership Programme to monitor HIV programme implementation and advocate for quality, diversified, and evidence-based services for vulnerable and key populations. In addition, three mobile applications, including the SP4N-LAPOR app which connects 34 ministries, and 490 districts/cities, were launched to strengthen community participation in monitoring the quality of healthcare and public services and address complaints from clients, particularly key populations.

A sustainability roadmap for the HIV response was developed to sustain progress towards the 95-95-95 targets and epidemic control within a changing donor environment and external pressures. Furthermore, 35 community-based organizations received institutional capacity building to advocate for and mobilize resources for social contracting and develop innovative and long-term HIV programmes through a collaboration with the Indonesia nongovernmental organization council (UNAIDS Secretariat). Community-based organization alliances were also established in six big cities to strengthen advocacy and collaboration for social contracting, through technical support from the Joint Team.
